Rwanda's Kagame at Commonwealth Summit: Risk Perceptions Should Not Deter Investment in the Global South

Wednesday, November 4, 2026 · World · GSM News

Rwandan President Paul Kagame attended the 28th Commonwealth Heads of Government Meeting (CHOGM 2026), held from November 1 to 4 in St. John's, Antigua and Barbuda, under the theme "Accelerating Partnerships and Investment for a Prosperous Commonwealth". In a statement on November 4, the Rwandan presidency said Kagame held bilateral talks on the sidelines with Antigua and Barbuda's Prime Minister Gaston Browne, Bahamas Prime Minister Philip Davis, Sri Lanka's Prime Minister Harini Amarasuriya, Saint Vincent and the Grenadines Prime Minister Godwin Friday, and Eswatini Prime Minister Russell Mmiso Dlamini.

Speaking at a high-level panel on November 2, Kagame said the perception that investments in the Global South carry higher risks than those in developed countries is misplaced, arguing that risks exist everywhere and that risk perceptions should not hinder investment in developing economies. Rwanda chaired the Commonwealth from 2022 to 2024.
