Singapore Parliament Passes Haze Law Amendments: Maximum Fine Raised Tenfold to S$20 Million

Wednesday, November 4, 2026 · World · GSM News

Singapore's Parliament passed amendments to the Transboundary Haze Pollution Act on November 4, sharply raising penalties for cross-border haze pollution: the maximum fine rises tenfold, from S$2 million to S$20 million, and the law adds powers of arrest and investigations by designated assessors. The amendments were passed as Singapore endures its worst haze episode since 2015.

Minister for Sustainability and the Environment Grace Fu told Parliament the changes are aimed at strengthening accountability for companies and individuals whose actions abroad cause haze affecting Singapore. The country's transboundary haze comes mainly from peatland and forest fires in neighbouring countries, with pollutants carried into Singapore on the wind, affecting air quality and public health.
