CFTC and USDA Sign Memorandum of Understanding to Protect the Integrity of U.S. Agricultural Markets

WASHINGTON — The U.S. Commodity Futures Trading Commission (CFTC) and the U.S. Department of Agriculture (USDA) announced on November 4 that they have signed a memorandum of understanding (MOU) intended to safeguard the integrity of U.S. agricultural markets. The agreement is titled the CFTC-USDA MOU Regarding Coordination and Harmonization in Areas of Common Regulatory Interest, and was issued as CFTC Release No. 9321-26.
Under the MOU, the two agencies will harmonize policies and practices to better share information and increase access to risk management tools. The agreement will also assist both agencies with monitoring and identifying structural or potential systemic risks in agricultural markets.
CFTC Chairman Michael S. Selig said: "For decades, America's agricultural community has relied on our markets to hedge risk, manage uncertainty, and plan for the future. I'm proud that the CFTC and USDA have formalized this partnership through an MOU that will strengthen protections for America's farmers, ranchers, and producers while expanding opportunities to manage risk through more efficient data sharing." He commended Secretary Brooke Rollins for her partnership and commitment to a more coordinated regulatory approach.
USDA Secretary Brooke Rollins said: "Faster and more transparent data sharing between USDA and CFTC is critical to helping our farmers and ranchers navigate an ever-changing market. This MOU builds upon USDA's ongoing data modernization efforts and allows our agencies to collaboratively identify risks and improve responses to market events."
The CFTC is the federal regulator of U.S. derivatives markets, with roots in the trading of agricultural commodities and a mission that includes serving the nation's farmers and ranchers and promoting resilience in derivatives markets; the USDA publishes agricultural supply, demand and market information. The two agencies had already been working on closer information sharing and market transparency, including at the AgCon 2026 agriculture futures conference, and the signing formalizes that cooperation.
