Culver City Proposes Three-Year Pay Packages for Three Management Employee Groups

The City of Culver City, in Los Angeles County, California, issued a labor relations update on November 4: the city has reached proposed terms and conditions of employment for three groups of miscellaneous unrepresented employees, expected to be presented to the City Council on November 9, 2026, and still subject to Council approval.
The proposed terms cover the Confidential Management, Confidential Non-Management and Executive Management employee groups, whose previous terms expired on June 30, 2026. The proposed three-year packages include general wage increases of 3.0%, 3.5% and 4.0%, together with additional compensation and benefit enhancements, representing an overall economic value of approximately 12%.
Proposed enhancements include professional certification pay, educational incentives, deferred compensation, enhanced medical benefits, consistent medical opt-out provisions, and greater flexibility to use accrued vacation during the first six months of city service. Group-specific provisions include new short-term and long-term disability coverage for Confidential Management employees, and an updated transportation allowance and recognition of prior public-sector experience for vacation accruals for Executive Management employees.
The city also noted that on June 8, 2026, the City Council adopted three-year agreements covering July 1, 2025 through June 30, 2028 with its four public safety employee groups - the Police Officers Association, Police Management Group, Firefighters Association and Fire Management Group - with special pay increases of 4.0%, 3.0% and 4.0%, totaling 11% over the term, and the same benefit enhancements.
The city continues to negotiate with the Culver City Employees Association (CCEA) and the Culver City Management Group (CCMG), both of which have been offered packages with the same overall economic value. The city said it remains committed to reaching fair and equitable agreements.
