China Foreign Ministry Rejects UK Cyber Agency Claims: Says Speculative Language Smears China

Wednesday, November 4, 2026 · World · GSM News

Beijing, China — Chinese Foreign Ministry spokesperson Mao Ning responded on November 4 to a UK National Cyber Security Centre (NCSC) report, saying China is seriously concerned that the British side used speculative language to smear China without evidence.

At the briefing, a reporter cited the NCSC's annual cybersecurity review, published November 3 under the UK Government Communications Headquarters, which said China is highly likely to make frequent use of super intelligence (SI) technology for hacking by 2028 and called China the most technically complex and persistent cybersecurity challenge facing the UK. NCSC chief executive Richard Horne also warned in a speech the same day that the UK could face an unprecedented rise in cyberattacks in the coming months, urging businesses to take seriously threats from Russia, Iran and China.

Mao Ning said cybersecurity risks arising from super intelligence (SI) are a common challenge for all countries and should be addressed through new international rules under the United Nations framework. She said the UK has long politicised cybersecurity issues and is now using the hacking issue to suppress China's development of super intelligence (SI).

The Chinese Embassy in the UK has previously said China is one of the main victims of cyberattacks and consistently opposes and cracks down on all forms of malicious cyber activity in accordance with the law.
