Rochester Rare Earth Project Wins $54.2 Million in Incentives, 200+ Jobs at Full Production

Rare earth company Phoenix Tailings announced on November 5 that its Freedom Project rare earth separation facility at the Eastman Business Park in Rochester will receive about $54.2 million in state, local and infrastructure incentives to speed plant and infrastructure upgrades and bring production online sooner. The package includes up to $3 million in performance-based tax credits through Empire State Development's Excelsior Jobs Program and about $15.9 million in state investment tax credits, with local partners including the Town of Greece, Greater Rochester Enterprise and Monroe County also providing support. The facility is designed to process more than 18,000 metric tons of rare earth feedstock a year and, at full capacity, produce more than 4,400 tons of separated rare earth oxides annually for downstream manufacturers. The project will provide more than 200 direct jobs at full production, about 90 of them in the initial phase; production is planned to ramp up in 2027 and reach full capacity in 2028. The Department of War previously provided a conditional loan for the project. The state said the incentives reflect New York's support for expanding U.S. production of critical materials.
