Philadelphia sheriff releases proposed court order over $20M in delayed sheriff's-sale proceeds

Thursday, November 5, 2026 · Justice · GSM News

Philadelphia Sheriff Rochelle Bilal held a November 5 press conference to release her office's proposed court order in response to a dispute over roughly $20 million in sheriff's-sale proceeds. The office said the money has been processed and queued for payment but final disbursement is not complete; the problem was found in an internal review led by new leadership of the real estate division.

The proposed order would create a special compliance examiner, an advisory board and an independent forensic auditor, while barring outsiders from the office's daily operations. The office said JSB Property Group rejected its proposed revisions, and noted a 2003 court-order precedent from a previous sheriff's tenure. Bilal said she welcomes an audit by the City Controller.
