Sacramento City Unified parcel tax Measure M falling short of two-thirds threshold in early count

Thursday, November 5, 2026 · Education · GSM News

Measure M, the Sacramento City Unified School District's parcel tax proposal, appeared headed for defeat in vote counts reported on November 5. With about 30% of ballots counted, the measure held only a slim majority, far short of the two-thirds supermajority required to pass, according to EdSource, citing the Sacramento Bee.

Measure M would levy a $95 annual parcel tax raising about $10 million a year for special education and early intervention. The district's unrestricted general-fund contribution to special education has grown from $73.6 million in 2018-19 to a projected $172.3 million in 2025-26, and the district faces a $222 million structural deficit.

Counting continues, and results are not final until all ballots are tallied and certified. If the measure fails, the district will have to find other ways to cover special-education costs. (Source: Sacramento City Unified School District)
