Keiko Fujimori Marks 100 Days in Office: Police Reform Working Group Announced, Two Mega-Prisons Reaffirmed

Thursday, November 5, 2026 · World · GSM News

Peruvian President Keiko Fujimori delivered a national address on the evening of November 5 marking her first 100 days in office since taking power on July 28, saying she wanted to present results, figures and concrete facts, and telling Peruvians she would not fail them.

On security, Fujimori announced the creation of a working group, led by the interior minister and the head of the National Police (PNP), to draft a proposal for reforming the police force, and she reaffirmed the government's plan to build two large new prisons. According to figures presented by the government in the address, operations during the first 100 days dismantled 37 criminal organisations and 2,700 criminal gangs. She also acknowledged that the crime problem remains far from solved.

On disaster prevention, the government said it had invested S/1,500 million (about $440 million) over the past three months on prevention work against the El Niño phenomenon, twice the amount executed in all of 2025. The work included 179 kilometres of river desilting and the removal of 4.5 million cubic metres of material, with bridges, heavy machinery and 13,000 military personnel mobilised for contingencies. Fujimori also presented a proposed fiscal package of S/18,000 million for 2027.

The address also covered the government's relationship with Congress. Fujimori noted that the government had requested legislative faculties over 66 matters, but Congress approved only 27 of them: under Law 32743, promulgated on October 22, the executive received 90 days of legislative faculties covering 12 citizen-security matters and 15 matters on El Niño prevention and response. She said the granted faculties were not sufficient for all the problems her administration has identified, but that the government would use the approved legal tools and keep pushing the pending measures. Polling by Ipsos put her approval rating at 40% in October, down from 57% in August, with disapproval rising to 49%.
