ICE Lodges Detainer for Peruvian National Arrested in New York City Rape Case

The U.S. Department of Homeland Security (DHS) said on November 5 that U.S. Immigration and Customs Enforcement (ICE) has lodged an immigration detainer for Reynaldo Hoel Mayna, a Peruvian national arrested in New York City in a rape case, asking city authorities not to release him without notifying ICE.
According to DHS, Mayna was arrested by the New York City Police Department on November 3 after being accused of raping a 28-year-old woman, and ICE lodged the detainer the same day. DHS said his criminal history includes anal rape – strongarm, assault with a deadly weapon, forcible touching and third-degree sexual abuse. Border Patrol arrested Mayna on August 18, 2023, after he illegally entered the country near San Diego, and he was then released into the country. The charges remain subject to judicial proceedings.
DHS Secretary Markwayne Mullin said in a statement that sanctuary politicians in New York have handcuffed their law enforcement and are allowing criminal activity to thrive, and that the federal government is restoring law and order in cities, towns and states.
DHS also released data showing that from January 20, 2025, to October 8, 2026, 16,070 ICE detainers were not honored by the state of New York, associated with 52,503 criminal charges and convictions, including 131 homicides, 1,017 sexual offenses and 9,502 assaults.
