SBA Launches iCAP Platform, Replacing Two-Decade-Old Systems for 7(a) Loan Origination

The U.S. Small Business Administration (SBA) announced in Washington on November 5 the launch of the Intelligent Capital Access Platform (iCAP), a new platform for originating, processing and managing 7(a) loans. iCAP replaces legacy systems including ETRAN and the Capital Access Financial System (CAFS), which had gone two decades without a single major upgrade. The SBA is headquartered at 409 3rd St., SW, Washington, D.C.
The platform brings the efficiency, usability and risk controls of modern banking to SBA lending, simplifying application preparation, accelerating review and strengthening fraud prevention. The SBA said it consulted its lenders before the launch, with the aim of helping community banks and rural lenders deliver more loans, faster, to small businesses.
"As an agency entrusted with backing billions of dollars in small business loans, we're offering our thousands of banking partners the technology and risk management tools consistent with the demands of a modern financial institution to better serve their small business clients by clearing out decades of bureaucratic inefficiency," said SBA Administrator Kelly Loeffler. She said iCAP replaces manual workflows with modern technology that accelerates loan review and stops fraud, turning the SBA into "a faster, more accountable partner."
iCAP is available to lenders through lender.sba.gov. Its capabilities include real-time application validation that flags missing or inconsistent information, single-entry data capture that populates related sections automatically, application requirements that adjust dynamically to the loan type and transaction, integrated review and in-app communication between lenders and SBA reviewers, full transaction visibility and status tracking, and embedded fraud and eligibility screening, including visibility into prior SBA debt.
Before the launch, iCAP ran a six-month pilot in which more than 250 lenders joined the platform and processed 2,000 loans. Pilot feedback was used to refine application flows, simplify document requirements and expand support for both delegated and non-delegated lending.
The rollout will proceed in phases. ETRAN will continue to support functions such as post-submission changes during the transition. A new 7(a) origination application programming interface (API) is scheduled to become available in production in December 2026, with migration from the ETRAN interface required by June 2027, and all lenders will have access to loan origination in iCAP by January 1, 2027, with no additional enrollment needed for current ETRAN users. iCAP's origination capabilities currently cover 7(a) lending only, but the platform already supports modernized secondary-market Guaranty Sale transactions, and the SBA's roadmap includes adding 504 loan origination, servicing and liquidation.
