Follow-up: Man in Chicago Halligan-Bar Video Identified as Lamar Brown, 32, Faces Felony Charges; Prosecutors Say PCP and Cocaine Found in His System

There is a new development in the November 1 incident in Chicago, Cook County, Illinois, in which a firefighter struck a man with a Halligan bar: Cook County prosecutors announced on Tuesday, November 3, that the man seen charging at the firefighter in the viral video is Lamar Andrew Brown, 32, a resident of Chicago's Austin community. He now faces two felony counts: aggravated battery of an EMT and aggravated assault of a firefighter. When GSM first reported the incident, the man's name had not been released.
According to the Chicago Tribune, citing prosecutors and court records, someone called 911 on the morning of Sunday, November 1, to report a person down in the Grand Crossing neighborhood. Firefighters and police found Brown, shirtless and shoeless, on grass near 73rd Street and Maryland Avenue outside a church. Prosecutors said Brown was incoherent, told responders to take off their shoes because they were stepping onto his home and property, and, after one firefighter suggested he be evaluated by a doctor, fixated on that firefighter and punched him in the chest.
Prosecutors said the punch knocked the wind out of the firefighter, who retreated to his engine and retrieved a Halligan bar, a forcible-entry tool. An officer fired her Taser twice but failed to make contact with Brown. As Brown advanced again in a crouched fighting stance, the firefighter struck him twice with the bar, in the torso and then in the head, and Brown briefly lost consciousness. The firefighter declined medical attention.
According to FOX 32 Chicago, citing police and court documents, Brown was sedated after arriving at St. Bernard Hospital because of his erratic behavior. Testing showed PCP and cocaine in his system, and CT scans of his head and neck came back negative.
Court records also show that Brown was the subject of an active missing-persons report at the time of his arrest and had nine active arrest warrants, most of them from Macon County in central Illinois.
Brown remained hospitalized on Tuesday, so Judge Susana Ortiz set his full detention hearing for Thursday, November 5, and ordered him held until then. Records show he was also scheduled to appear on Thursday before Judge Kelly Marie McCarthy at the Pullman branch of the Circuit Court of Cook County. Ortiz also ordered the Cook County sheriff to return Brown to Branch 17, which handles out-of-county warrants, once this case is resolved. As of an early-morning check on November 6, no published report of the outcome of Thursday's hearing had appeared. The charges have not been decided by a court.
