JXN Water Settles Blossom Apartments Case for $200,000; Lien Priority Still Undecided

JACKSON, Miss. — JXN Water has agreed to settle its unpaid-water-bill case against Blossom Apartments for $200,000, far below the roughly $423,000 it originally pursued. U.S. District Judge Henry Wingate approved the compromise in federal court in Jackson on November 5.
The 56-unit complex on Woodbine Street covers 26.5 acres and was managed by Tony Little. Its unpaid balance had ballooned to about $418,974 by August 2025; after water service was cut in 2025, residents were forced out and the complex was abandoned. On October 23, a fire completely engulfed one of its eight buildings, which could reduce the proceeds of a sale.
The property's mortgage holder, Relyance Bank, and JXN Water still dispute who has priority for unsettled payments; both agreed the court will resolve the dispute before contested funds are dispersed, and court-appointed receiver Derek Henderson is overseeing the liquidation. The judge's order states the settlement is not a determination of the priority of the JXN Water judgment, and all parties reserve their claims and rights regarding liens against the apartments.
