Delaware Attorney General Jennings Wins Ruling Protecting $1.1 Million in Law Enforcement Grants

DOVER, Del. — Delaware Attorney General Kathy Jennings announced on November 6 that she had won a major lawsuit protecting $1.1 million in public safety grant funding that Congress authorized for Delaware.
Chief Judge John J. McConnell of the U.S. District Court for Rhode Island ruled that the Trump administration's move to attach immigration enforcement conditions to the grants was unlawful, and permanently barred enforcement of those conditions. The funding has two parts: more than $485,000 for Delaware under Title II, Part B of the Juvenile Justice and Delinquency Prevention Act, and more than $686,000 under the Byrne State Crisis Intervention Program, which funds extreme risk protection order programs, mental health courts, drug courts and veterans treatment courts. The ruling also affects the Byrne Justice Assistance Grant program, named for a fallen officer.
Jennings co-led the lawsuit with California Attorney General Rob Bonta, New Jersey Attorney General Jennifer Davenport, Illinois Attorney General Kwame Raoul and Rhode Island Attorney General Peter Neronha.
