Philadelphia Publishes List of Ballots With Unverifiable ID; Proof Due by November 9

PHILADELPHIA, Pa. — The Philadelphia City Commissioners on November 6 published the list of voters whose mail-in and absentee ballots in the 2026 general election carry unverifiable identification.
The commissioners said the identities behind some mail-in and absentee ballots could not be verified, and those ballots cannot be counted unless the voters provide acceptable proof of identity. The documentation must be submitted by Monday, November 9.
The current list of affected voters was posted on the commissioners' website in PDF and XLSX formats, updated on November 6, and will continue to be updated as verification proceeds.
Officials urged voters on the list to check their status and submit the required materials as soon as possible so their ballots are not voided. Identity verification is a routine step in Pennsylvania's mail-ballot counting process, and voters can check on the commissioners' website whether they are on the list and what to submit.
