China Opens Two Anti-Dumping Probes in One Day, Targeting EU Para-Aramid Yarns and EU and Japanese Ethylidene Norbornene

Friday, November 6, 2026 · World · GSM News

Beijing — China's Ministry of Commerce announced two new anti-dumping investigations on November 6: one into imports of para-aramid filament yarns from the European Union, and another into imports of ethylidene norbornene (ENB) from the European Union and Japan. Both were opened at the request of Chinese domestic industries.

The ENB probe was issued as the ministry's Announcement No. 56 of 2026. The ministry received the application on October 9 from Henghe Materials Technology Co. on behalf of China's ENB industry. The dumping investigation period runs from July 1, 2025 to June 30, 2026, and the injury period from January 1, 2023 to June 30, 2026. ENB is the third monomer used in EPDM rubber, where it raises curing speed and crosslink density, and is also used in synthetic resins, plastics, elastomers and pharmaceutical intermediates; it falls under tariff line 29021990. The investigation began on November 6 and is normally to conclude by November 6, 2027, extendable by six months in special circumstances.

A ministry spokesperson said preliminary evidence from the applicants showed that imports of para-aramid filament yarns from the EU remained at high volumes from 2023 through the first half of 2026 while prices fell by more than 50 percent cumulatively, and that ENB imports from the EU and other sources rose a cumulative 27.35 percent between 2023 and 2025 and 56 percent year on year in the first half of 2026, with prices trending down. The applicants allege the dumped imports injured China's domestic industries, and the ministry found both applications met the criteria for opening investigations. Para-aramid is a high-strength synthetic fiber used in body armor, aerospace and optical cables, among other applications.

The spokesperson also noted that the EU has opened 16 trade remedy investigations into Chinese products so far this year, nearly double the number in the same period last year, with nine of them — almost 60 percent — involving chemical products, and that since mid-October the bloc has launched further anti-dumping probes into Chinese furfuryl alcohol and polyvinylidene fluoride. China said it has consistently been prudent and restrained in trade remedies, would investigate in line with Chinese law and WTO rules, protect all parties' rights and rule objectively, and reiterated that protectionism does not improve competitiveness and that dialogue is the right way to address concerns.
