Incoming Ways and Means Chair Neal Vows to Reverse Trump's 'Unjustified' Tariffs, With Canada Levies the Likely First Target

WASHINGTON — U.S. Representative Richard Neal, the Democrat expected to regain the chairmanship of the tax- and trade-focused House Ways and Means Committee in January, said on November 6 that he is committed to reversing President Donald Trump's "unjustified" tariffs and "backroom deals" on trade.

Speaking at a trade conference hosted by former U.S. Trade Representative Katherine Tai, Neal said Trump's "deliberately chaotic and unjustified trade policies" had contributed to rising living costs and growing inequality between workers and the wealthiest Americans. "I'm committed to reversing Trump's unjustified tariffs and pursuing trade policy that is grounded in good governance and transparency," he said. Neal did not provide specifics of his legislative agenda, but said a priority is keeping Mexico and Canada within the U.S.-Mexico-Canada Agreement.

In the Senate, Ron Wyden of Oregon, who is set to chair the Senate Finance Committee, told The Wall Street Journal there is "overwhelming support for repealing the tariffs on products from Canada," and that he is already talking with colleagues about legislation, once his committee changes hands in January, to push back on Trump's second-term levies, including the legal authorities behind them such as Section 338 of the Tariff Act of 1930. House Speaker contender Hakeem Jeffries also listed tariffs, alongside the Iran war, in a November 4 open letter as policies that have driven up living costs.

Democrats won at least 250 House seats and 54 Senate seats in the midterms, their biggest congressional majority since 2008. But any measure reversing the tariffs is expected to face a Trump veto, which Democrats could not override without significant Republican support; punitive duties on Canadian goods are viewed as a likely first target.
