Vietnam's Standing Deputy PM Pham Gia Tuc Orders Priority Funding for Urban Rail Lines Linking Gia Binh and Noi Bai Airports

HANOI — Vietnam's Government Office issued Notice No. 576/TB-VPCP on November 6 conveying the conclusions of Standing Deputy Prime Minister Pham Gia Tuc at a meeting on transport connectivity for Gia Binh International Airport: Hanoi should review its urban rail network and prioritise funding for urban rail lines directly connecting Gia Binh and Noi Bai airports with the city centre, identifying which lines should be built first.

Under the notice, Hanoi will lead a review with the Ministry of Construction and relevant ministries and localities, and submit its findings and proposals to the ministry before November 25; station and interchange locations must comply with the Railway Law and the airport's development goals. The ministry will then compile an overall connectivity plan, a priority project list, capital needs, timelines and the responsibilities of each party, and report to the prime minister within November. The notice also calls for faster progress on the road project linking Gia Binh airport with Hanoi, in time for the 2027 APEC summit.

Gia Binh International Airport in Bac Ninh was approved in principle by National Assembly Resolution 256/2025/QH15, with a first-phase design capacity of 30 million passengers a year and total investment of about 196 trillion dong; a road link of more than 41 kilometres to Hanoi, costing about 83 trillion dong, is under construction.
