LA County Opens $1.38 Million REFLECT LA Solicitation: Paid Green-Construction Training for at Least 75 Residents and Free Reflective Roof Coatings for Homes

Saturday, November 7, 2026 · California · GSM News

The Los Angeles County Department of Economic Opportunity (DEO) and the County's Chief Sustainability Office (CSO) in California announced the release of a solicitation seeking a qualified organization to deliver the REFLECT LA Program. The selected organization will prepare residents for quality jobs and careers in green construction through paid transitional employment and training, while providing no-cost reflective roof coatings at eligible residential properties in LA County communities to help households address extreme heat. A total of $1.38 million is available, and proposals are due December 8, 2026, by 12:00 p.m. PT.

According to the county, the selected organization will serve a minimum of 75 participants, providing transitional employment, industry-recognized credentials, supervised installation experience, supportive services, and hiring assistance into jobs and apprenticeships. Participants will also receive 12 months of retention and advancement support. The county said the program addresses workforce demand in the roofing labor market while helping households in communities most affected by extreme heat.

"The REFLECT LA program is an excellent opportunity for Los Angeles County to strengthen opportunities and career pathways for residents interested in green construction, while supporting community partners that empower our communities," said Los Angeles County Board Chair and First District Supervisor Hilda L. Solis. "REFLECT LA connects two priorities: helping residents build lasting careers and helping communities prepare for extreme heat," said Kelly LoBianco, Director of DEO, adding that the county is seeking a partner that can give residents the paid experience, skills, and support to succeed in green construction. Rita Kampalath, the County's Chief Sustainability Officer, said the jobs of the future will increasingly be the jobs that help society adapt to a changing climate, and that REFLECT LA will give residents hands-on experience while helping protect households from extreme heat.

Eligible proposers must currently be on the County's Social Enterprise Employment and Training Program Services Master Agreement and demonstrate the staffing, workforce development experience, and technical capacity to deliver the full program; county-approved subcontractors are permitted. Written questions are due November 13, 2026, by 12:00 p.m. PT, and proposals are due December 8, 2026, by 12:00 p.m. PT. The anticipated contract term is February 15 to June 30, 2027, with an option to extend through June 30, 2028.

REFLECT LA is funded through the County's Care First, Community Investment (CFCI) initiative and the Climate Equity Account through CSO. The county noted that the work order is only available to organizations currently on the Social Enterprise Master Agreement list, and that organizations on the list will receive an email with the work order documents.
