Democrats Discuss About $15 Billion in New Security Aid for Ukraine, FT Reports

Saturday, November 7, 2026 · World · GSM News

WASHINGTON — Congressional Democrats are discussing a new security assistance package for Ukraine worth about $15 billion, the Financial Times reported on November 7. The report, citing an unnamed Democratic aide on the House Foreign Affairs Committee, said the plan remains at the discussion stage, with no bill number, text or scheduled vote reported so far.

Under the concept reported, the money could go toward strengthening Ukraine's air defences and supporting its energy infrastructure, which is under systematic Russian attack. Democrats won control of both chambers of Congress in the midterm elections but will not take control until the new Congress is seated in January 2027; some items could reportedly be attempted earlier through the annual National Defense Authorization Act, with energy support among the issues mentioned.

Melinda Haring, a senior adviser at Razom for Ukraine, said she expects possible NDAA amendments covering sanctions, intelligence support and interceptor missiles. Democrats are also reportedly considering closer scrutiny of satellite service restrictions and of the business interests of President Trump's envoys.

Any measure would face a procedural hurdle: overcoming a possible presidential veto requires a two-thirds majority in both chambers, meaning Republican support would be needed.
