Utah Gov. Cox Declares State of Emergency in San Juan and Washington Counties After Late-October Flooding

UTAH — Utah Governor Spencer Cox signed an executive order on November 6 declaring a 30-day state of emergency in San Juan and Washington counties in response to damage from severe thunderstorms and flash flooding in late October. From October 22 to November 1, the two counties were hit by heavy rain and flash floods, with some areas inundated repeatedly and damage to homes, businesses, roads, bridges and critical infrastructure. The order takes effect immediately and runs 30 days unless extended by the legislature. The state said the declaration will help the counties mobilize disaster resources and speed repairs to damaged facilities, with damage assessments and assistance arrangements under way. Both counties are in southern Utah — San Juan borders Arizona and Colorado, and Washington sits in the state's southwest corner. The governor's office said the two counties endured repeated flood events from strong convective storms over more than ten days, pushing local response capacity close to its limits and making state-level coordination necessary.
