GAO Calls White House Cancellation of Nearly $1B in Approved Funds "Unconstitutional"

The Government Accountability Office said October 2 that the White House's late-Friday announcement canceling nearly $1 billion in congressionally approved funding "subverts the constitutional process for enacting federal law and Congress's power of the purse." The targeted funds mainly cover refugee and immigrant services at the Department of Health and Human Services, immigrant-student programs at the Department of Education, and a Justice Department office promoting racial reconciliation. Republican Sen. Susan Collins also condemned the move as done "without warning or consultation," vowing to work with colleagues against these "illegal actions."
