Open Enrollment for 2027 Coverage Opens November 1: Benchmark Silver Premiums Rise 13% on Average

Open enrollment for 2027 health coverage opened on November 1, with plans available through HealthCare.gov through January 15, 2027; coverage for those who enroll by December 15 begins on January 1, 2027.
According to a KFF analysis of federal plan data published on October 30, benchmark silver plan premiums will rise 13% on average for 2027 — 11% in states using HealthCare.gov and 16% in states running their own marketplaces. It is the second large increase in a row: premiums rose 26% from 2025 to 2026, a two-year cumulative increase of about 42%.
This is the second enrollment year since the enhanced premium tax credits expired at the end of 2025. The Centers for Medicare & Medicaid Services' October 30 fact sheet did not give an average premium change, but said more than 75% of HealthCare.gov shoppers would still have access to a plan costing $50 a month or less after tax credits. KFF noted that insurers attribute the increases mainly to rising medical care costs, with changes in the enrollee risk pool accounting for about 4 percentage points of the rise.
