[Video] White House Releases Video of Trump Signing Proclamation for Fishermen: Nearly Half a Million Square Miles of Pacific Reopened to Commercial Fishing

On November 1, the White House released a short video, "POTUS Signs a Proclamation For Fishermen," on its official channel, showing President Donald Trump signing the proclamation "Restoring American Commercial Fishing in the Pacific." Among the fishing families featured are Amelia Koehn-Prout of Kodiak, Alaska, whose husband Sterling Prout captains a Bering Sea crab boat; the couple witnessed the signing in the Oval Office, where she thanked the President in person.
The proclamation (No. 11035) was signed at the White House on June 11. It modifies four earlier proclamations that established marine national monuments, removing monument-based commercial fishing bans in three areas: the Islands Unit of the Mariana Trench Marine National Monument; the Mau and Ho'omalu Zones of the Papahanaumokuakea Marine National Monument and waters seaward of 50 nautical miles within it; and waters between 12 and 50 nautical miles around Rose Atoll, restoring access to nearly half a million square miles in total. Only U.S.-flagged vessels may fish commercially in these waters, fishing remains subject to existing law including the Magnuson-Stevens Act, and the Secretary of Commerce was directed to amend or repeal regulations inconsistent with the proclamation.
"It's my honor to be taking this action to lower seafood costs and generate millions and millions of dollars in new business for our great fishermen by restoring commercial access to three areas of the Western Pacific Ocean," Trump said at the signing.
The signing is part of the administration's fishermen-first push: on October 22, Trump proclaimed October 2026 as National Seafood Month, and on October 23 the White House launched the America First Seafood Strategy, with the Seafood.gov website and a voluntary "U.S. Caught Seafood" label.
