California's Big City Mayors Meet in Riverside to Press Homelessness and Behavioral Health Agenda

Friday, October 30, 2026 · City · GSM News

The City of Riverside, in Riverside County, California, announced on October 30 that mayors of the state's 13 largest cities gathered in Riverside this week for a California Big City Mayors (C13) summit on homelessness, behavioral health and municipal liability reform. The coalition represents about 11 million Californians.

Riverside Mayor Patricia Lock Dawson chaired the meeting. She noted that the big cities generate most of the state's jobs and economic activity while sheltering about three-quarters of its homeless residents, and that the cities need a unified voice in Sacramento.

The coalition's top ask is multi-year, predictable funding for the Homeless Housing, Assistance and Prevention (HHAP) program; the state provided roughly $890 million to local governments in round seven. Mayors also reviewed implementation of Proposition 1's behavioral-health expansion: the $6.4 billion bond targets 6,800 new treatment beds, 26,700 outpatient slots and 4,350 supportive housing units.

The mayors also pressed for tort reform, citing an August 2026 Pepperdine University and Beacon Economics analysis showing public-entity liability costs have tripled in seven years. Mayors Matt Mahan of San Jose, Larry Agran of Irvine, Ashleigh Aitken of Anaheim, Todd Gloria of San Diego and Rex Richardson of Long Beach were among those attending and speaking.
