Follow-Up: Russia-US-Ukraine Trilateral Talks Set for Early November in Abu Dhabi, to Focus on Security Guarantees

Saturday, October 24, 2026 · World · GSM News

MOSCOW — Kremlin spokesman Dmitry Peskov said on Friday, October 23, that talks between Russia, the United States and Ukraine are planned for the first half of November in Abu Dhabi and will be held in a trilateral format, while not ruling out European participation.

Asked whether the talks could expand into a four-party dialogue including Europe, Peskov was quoted by Russia's TASS news agency as saying: "Nothing can be ruled out a priori. But these negotiations we're discussing, scheduled for the first half of November in Abu Dhabi, will be in a trilateral format." He said the talks were expected to centre on security guarantees for both Russia and Ukraine once peace is reached, with Europe's wider security arrangements also potentially up for discussion.

A day earlier, President Vladimir Putin said in a television interview that Russia was ready to resume US-mediated talks next month and that they should focus on a long-term security guarantees framework for Russia, Ukraine and Europe as a whole, rather than a "short" truce — GSM reported those remarks the same day, when the venue and format of the next round were still under discussion. Peskov's announcement on Friday supplied the specific timing, venue and format for the first time.
