Long Beach Opens Backyard Builders ADU Loan Applications November 1: Up to $250,000 at 2%, Payments Deferred

The City of Long Beach, in California's Los Angeles County, has announced that the second round of its Backyard Builders accessory dwelling unit (ADU) loan program opens for applications on November 1 and closes November 30. Income-qualified owner-occupants can finance, design, permit and build an ADU on their own lot, applying through the city's program webpage.
The loan terms: up to $250,000 (or the cost of the ADU, if less), at a fixed 2% interest rate over 30 years, with payments deferred until the end of the term or until the property is sold or transferred — no monthly payments during construction or the rental period. This round is funded by a $4.8 million CalHome award from the California Department of Housing and Community Development (HCD) to the Long Beach Community Investment Company (LBCIC), the city's nonprofit arm, which also administers the loans. The round will finance at least 16 ADUs, up from 10 in the 2024 pilot, and includes free project management assistance through design, permitting, construction and lease-up.
Key eligibility points: applicants must own and occupy a single-family home in the designated program area and meet the state's low-income definition; the 2026 limits are $93,300 for a one-person household and up to $165,250 for a household of seven. If qualified applications exceed available loans, recipients will be chosen by lottery.
The city has scheduled information sessions on November 5 (online, via Zoom) and November 14 (in person at Cesar Chavez Park); an earlier session was held October 27 at the Michelle Obama Neighborhood Library. Homeowners are urged to prepare documents early and attend a session before applying.
