Newsom Announces in Sacramento on Oct. 29: California Unsheltered Homelessness Down Nearly 13% Since 2024, Second Straight Decline

California Governor Gavin Newsom announced in Sacramento, Sacramento County, on Oct. 29 that preliminary statewide data show unsheltered homelessness in California has declined for the second consecutive year, down nearly 13% since 2024, and is now slightly below the level when he took office in 2019.
The governor's office said the progress continues the reversal of decades of growth. Newsom has signed a series of reform bills dismantling structural barriers to housing construction, including broad California Environmental Quality Act reforms.
On dangerous encampments, Newsom has set clear expectations for local governments and pushed connections to services: in 2024 he filed an amicus brief with the U.S. Supreme Court supporting communities' authority to clear encampments; after the Court affirmed local authority, he issued an executive order directing state entities and urging local governments to clear encampments humanely, with adequate notice and support.
The state SAFE Task Force, created in 2025, has addressed encampments in California's 10 largest cities, including San Francisco, Los Angeles, Long Beach, Sacramento and Fresno, connecting dozens of people with shelter. Since 2021, Caltrans has removed more than 19,000 encampments on state right-of-way and collected approximately 354,000 cubic yards of litter and debris.
