Minneapolis Council Fails to Override Mayor's Veto of Robotaxi Safety-Monitor Rules

Minneapolis is a city in Hennepin County, Minnesota. The Minneapolis City Council on Oct. 15 failed to override Mayor Jacob Frey's veto of an ordinance regulating autonomous rideshare vehicles, leaving the mayor's veto in place and the proposed rules dead. Supporters needed nine of the council's 13 votes to override but mustered only seven. The ordinance, which the council passed 7-6 on Oct. 1, would have required human safety monitors inside autonomous rideshare vehicles. Supporters said the rules were needed to protect the state's roughly 10,000 rideshare drivers. Frey had called the measure a back-door ban on companies such as Waymo and called for thoughtful regulation focused on safety. Council Member Robin Wonsley, a backer of the ordinance, said supporters will continue working to regulate robotaxis. Waymo has been test-driving in Minneapolis since last winter with people behind the wheel, but has not yet begun carrying customers. Across the river, the St. Paul City Council this week adopted a resolution directing its planning commission to study autonomous vehicles and suggest guardrails on safety, data-sharing and worker protections.
