New Orleans Downtown Development District Unveils Five-Year Strategic Plan: Vacant Storefronts, Canal Street and Downtown Housing in Focus

In New Orleans, Orleans Parish, Louisiana, the Downtown Development District (DDD) unveiled its 2027–2031 strategic plan and a new brand identity on October 15 at the Board of Trade, during a half-day program titled The Future of Downtown New Orleans. The plan, titled Leveraging Opportunity, sets filling vacant ground-floor storefronts and expanding downtown's permanent housing and residential population among its central objectives, alongside improving public opinion, reinforcing Downtown as a clean and safe destination, and increasing office attendance and local leisure visitation.

The plan also identifies two crosscutting initiatives. Canal Street Revitalization will use the downtown thoroughfare as a place-based test bed for applying the plan's priorities in a coordinated manner, while Data Integration will strengthen the DDD's role as a trusted source of Downtown information through third-party research, district-created datasets and accessible reporting tools. The new identity is built around one idea: "We build the foundation that strengthens our future," and will be incorporated across the organization's communications, programs and initiatives as implementation begins.

"The strategic plan reflects a commitment to Downtown's long-term strength and recognizes the opportunities ahead," said Chris R. Ross, chair of the DDD Board of Commissioners. DDD president and CEO Seth Knudsen, who has led the district since May 2025 after serving as chief of strategy at the New Orleans Redevelopment Authority, framed the plan around concentrating resources where they can produce the most measurable effect. Tracy Hadden Loh of the Brookings Institution delivered the keynote, drawing on national research into how American downtowns are shifting away from pure employment-center models.
