Phoenix City Council Votes to Advance Civil Rights Protections Amid Fear from Federal Enforcement

Wednesday, October 21, 2026 · Cities · GSM News

The City of Phoenix, Arizona announced on October 21 that its City Council voted at that day's formal meeting to advance actions protecting residents' civil rights and addressing fear in the community tied to federal enforcement activity. The motion, introduced by Councilwoman Betty Guardado, directs city staff to develop potential ordinances, regulations and guidelines consistent with the Mayor's February 5 memorandum, and to clarify rules for outside organizations' use of city property.

The Council noted that growing numbers of residents are afraid to report crimes, use city services or go about daily life, making Phoenix less safe. 'Fear is spreading through our neighborhoods,' Guardado said. 'When people are afraid to call for help or report crime, public safety breaks down. As a proud daughter of immigrants, I see firsthand how fear keeps families from walking into a City building.'

Under the motion, staff will evaluate documenting and preserving information on federal enforcement actions that may violate civil rights, assessing impacts on city services, strengthening multilingual communication and community guidance, training employees on the distinction between administrative and judicial warrants, and setting clear standards for outside organizations' use of city parks and facilities.
