Pittsburgh City Council Passes Paid Parental Leave: City Employees Get 12 Weeks for a New Baby or Adoption

Wednesday, October 21, 2026 · Cities · GSM News

The Pittsburgh City Council in Pennsylvania voted unanimously on October 21 to pass a paid parental leave law: all city employees can take 12 weeks of paid leave after the birth or adoption of a child, with partners equally covered. The policy applies to the city's more than 2,000 municipal employees and is expected to cost about $500,000 a year.

The measure was championed by Councilwoman Heather McClain, who said the city's parental leave benefits had fallen clearly behind the private sector and surrounding areas, forcing new parents to piece together leave from sick days and vacation. 'This is not a perk — it is a basic investment in retaining talent,' she said.

Pittsburgh is the second major Pennsylvania city after Philadelphia to offer paid parental leave to municipal employees. Supporters say paid leave eases financial pressure on new parents and supports early bonding; the law takes effect immediately. (GSM, from HR Dive reporting)
