Portland Council Delays Moda Center Funding Debate; Authority Vote Set for October 21

Portland is a city in Multnomah County, Oregon. Portland media reported on October 15 that the Portland City Council on October 14 began reviewing the city's participation in a joint authority of the state, the city and Multnomah County that would oversee Moda Center renovations and future capital improvements, but took no formal action and postponed discussion of the city's funding share.
A vote on the authority agreement and the city's proposed appointees is scheduled for October 21. The city's participation is required under Senate Bill 1501, which set aside state money for the project, and the partners have until mid-December to complete the arrangements needed to access that funding. Council President Jamie Dunphy said he would not schedule a final December vote on renovation funding unless the city has the documents required by an August resolution.
The mayor's recommended appointees to the authority's three Portland seats are City Administrator Raymond Lee, Building Official Natalie Didion and Deputy Budget Office Director Brian Connell. Councilor Sameer Kanal objected to the slate, arguing the council's legislative role is not represented. Dunphy said negotiations on the intergovernmental agreement are progressing, while talks over what the Trail Blazers expect to purchase with public money remain unresolved.
