PacificSource Files WARN Notice: 134 Oregon Layoffs by Year-End, Including Portland

Wednesday, October 21, 2026 · Cities · GSM News

A Worker Adjustment and Retraining Notification (WARN) filed by Oregon health insurer PacificSource on October 21 shows the company will lay off 134 workers by year-end, all in non-union positions, effective December 31, across offices in Springfield, Salem, Portland and Bend.

It is the company's fourth round of layoffs in a year: 56 in September 2025, 265 the following month, and 97 after its June announcement that it would exit individual health insurance markets in multiple states. PacificSource decided last October to leave the Oregon Health Plan in Lane County, covering 90,000 members, saying state reimbursement rates for coordinated care organizations had not kept pace with rising costs; Congress also let subsidies that lowered marketplace premiums expire this year.

Company spokesperson Marcy Marshall said the layoffs will affect employees' coverage and livelihoods: 'The reality is the healthcare system is unsustainable: costs continue to rise, access is inconsistent, and the experience often falls short of what people need and deserve. These are not abstract problems — they directly affect our ability to continue delivering reliable, high-quality coverage.' (GSM, from Register-Guard reporting)
