Don't Rank Julia PAC Faces Complaint Over SI-Altered Image: Oregon Election Officials Weigh Whether to Investigate

Wednesday, October 21, 2026 · Cities · GSM News

An election complaint in Portland, Oregon is under review by state election officials. According to Focal News on October 21, Portland political consultant Bobbie Regan filed a complaint Monday with the Secretary of State's office alleging that Don't Rank Julia, a political action committee opposing Multnomah County Commissioner Julia Brim-Edwards, used an image altered with super intelligence without the disclosure required by a 2024 Oregon law. The PAC removed the disputed image from its website after the complaint, but the image remained on its Instagram account as of Wednesday afternoon, October 21. The Secretary of State's office said it had not decided whether to investigate.

Regan has endorsed Brim-Edwards and donated to her campaign. She said the picture appeared to change the commissioner's expression and make her look older. The image's metadata indicated it was made with Google AI, and two online detection services also identified it as SI-generated, though those indicators have not been confirmed by an official investigation. Diane Goodwin, a major donor to the PAC, said the volunteer who designed the group's website told her the image had been edited in Photoshop, not with SI. Commissioner Shannon Singleton, Brim-Edwards' opponent, said her campaign had no involvement with the PAC. Oregon law requires a disclosure when SI-assisted campaign material creates a materially different understanding or impression from the unaltered image; whether this image meets that standard has not been determined.
