Ground Broken on Chapanoke, 200 Affordable Apartments in South Raleigh: For Households at 30% to 70% of Area Median Income, Due Early 2028

RALEIGH, North Carolina — Ground was broken on October 21 in south Raleigh, in Wake County, North Carolina, for Chapanoke, a 200-unit affordable housing community, with city, county and state leaders attending. The project, at 326 Chapanoke Road, will offer one- to three-bedroom homes for households earning between 30% and 70% of the area median income (AMI). It is being developed by Raleigh Community Partners LLC, made up of Harmony Housing Affordable Development (HHAD), Gilbane Development and F7 International Development. The nearly $93 million development is financed through low-income housing tax credit equity, private construction and permanent financing, and subordinate county and city loans; Wake County contributed the land and $7.1 million in gap financing, and the site was donated by Wake Technical Community College (Wake Tech).

The project sits next to Wake Tech's Public Safety Education Campus, putting education and workforce training nearby for residents, with access to the planned Southern Wake Bus Rapid Transit corridor in the future. Construction is expected to be completed in early 2028. 'It demonstrates what is possible when public agencies, local governments, and private partners work together with a shared commitment to expanding housing opportunity,' said Tanya Eastwood, HHAD's president and CEO.
