Audit Warns Sacramento Storm Drainage Funds Will Fall Short Without Substantial Rate Increases or New Capital Funding

Wednesday, October 14, 2026 · City · GSM News

Sacramento is a city in Sacramento County, California. Sacramento's Budget and Audit Committee heard a fiscal stability assessment of the city's storm drainage funds on October 13. The review found that, with aging assets, limited inspections and deferred maintenance, the funds will not cover costs without substantial rate adjustments or significant new capital funding, and the committee voted to forward the report to the full City Council.

The assessment was prepared by the consulting firm Raftelis and presented on behalf of City Auditor Farish Dharari. It concluded that current revenues and reserves are unlikely to cover the system's growing maintenance and capital obligations. A second account of the meeting said the auditor's presenter warned that both the funds and the inspection program are insufficient, and that the committee forwarded the review to the council for consideration of rate-setting and capital priorities.

The storm drainage system collects and channels rainwater runoff to prevent street flooding and is funded largely through drainage fees charged to property owners. Whether to begin a rate-adjustment process, and how to rank capital projects, now rests with the City Council.
