Salt Lake County Mayor Jenny Wilson Presents Proposed 2027 Budget: Criminal Justice Reforms Would Divert Eligible People to Supervised Treatment Instead of Jail and Consolidate Jail Facilities

Salt Lake City, Utah, the county seat of Salt Lake County — Salt Lake County Mayor Jenny Wilson presented her proposed 2027 budget to the Salt Lake County Council on October 20. The proposal outlines a major change to the county's criminal justice system: it would send eligible people to supervised treatment instead of jail, modernize and consolidate jail facilities, and expand mental health treatment in the jail, according to the mayor's announcement.

If approved by the County Council, the program will divert eligible nonviolent offenders with mental health challenges away from jail and into supervised treatment. "A jail cell cannot substitute for a functioning mental health system," Mayor Wilson said. "Of course, some people must be incarcerated to protect the public and maintain order. But when someone can be safely supervised and treated in a setting that better addresses their needs, that option is ultimately less expensive and provides better outcomes."

Under the proposed reforms, participants would be connected to supervised treatment through a dedicated case management team reporting to Criminal Justice Services and the District Attorney's Office, and would be expected to follow treatment plans, appear in court and meet supervision requirements. The mayor's proposal reflects work by the Sheriff's Office, the District Attorney, the Legal Defenders Association, county human services leaders and community partners, and draws on consulting support from retired Miami-Dade County Judge Steven Leifman and his team.
