$4.2 Billion Midway Rising Redevelopment Advances Unanimously in Council Committee: 4,200 Homes Set Affordable Housing Record

The San Diego City Council's Land Use and Housing Committee in California voted 4-0 on October 16 to advance the $4.2 billion Midway Rising redevelopment project to the full City Council. According to Voice of San Diego, the project would transform the roughly 48.5-acre city-owned Sports Arena site in the Midway District into a mixed-use community with more than 4,200 homes, including more than 2,000 deed-restricted affordable homes for lower-income working families, a new 16,000-seat entertainment arena, about 20 acres of public parkland and ground-floor retail. Committee members described it as the largest single affordable housing commitment in San Diego's history.
The committee advanced the deal with one significant amendment requiring the development team to ensure the affordable homes are net-new, rather than receiving affordable units other developers were already obligated to deliver and counting them toward the project. Reporting before the vote had disclosed that the proposed deal did not include such a restriction, which became controversial. Brad Termini of Zephyr Partners, part of the development team, said in a written statement that the team was honored to receive the committee's unanimous 4-0 vote and looked forward to presenting the transformational project to the full City Council in the weeks ahead.
