California Proposition 4 Passes With 59.8 Percent Yes Vote, Authorizing $10 Billion Climate Bond

Voters in California, on the U.S. West Coast, approved Proposition 4 in the November 5 general election, authorizing $10 billion in state general obligation bonds for safe drinking water, wildfire prevention, and protecting communities and natural lands from climate risks.
The supplement to the Statement of Vote published by the California Secretary of State shows Proposition 4 receiving 9,055,116 yes votes, or 59.8 percent, against 6,086,414 no votes, or 40.2 percent. The measure was placed on the ballot by the Legislature through Senate Bill 867, which passed the Senate 33 to 6 and the Assembly 66 to 6.
According to the Legislative Analyst's estimate published with the official voter guide, repaying the $10 billion in bonds is expected to cost the state about $400 million a year for 40 years. The proposition requires annual audits of the bond funds.
Proposition 4 was one of ten statewide measures on California's November 5, 2024 ballot, alongside Proposition 36, which increased penalties for certain drug and theft crimes and also passed. (Source: California Secretary of State)
