San Diego County Tells Property Owners to Clear Private Drainage Ahead of El Niño

Wednesday, November 4, 2026 · 加州 · GSM News

San Diego County, California, reminded residents on November 3 that, ahead of El Niño storms this fall and winter, property owners and renters are responsible for clearing and maintaining the private drainage facilities on their land. The county said it maintains only the public infrastructure it owns and keeps channels and drains within the public right-of-way clear during storms to minimize flooding; private drains, curb pipes and on-site conveyances are not maintained by the county.

Residents can check whether drainage facilities on their property are public or private through the County Maintained Roads list and the Survey Records System at srs.sandiegocounty.gov. The county's Flood Control division provides resources for property owners, including guidance on preventing flooding and erosion, with materials available in 10 languages. Broader El Niño preparedness information is at AlertSanDiego.org/ElNino.

The county asked residents to report problems spotted within the public right-of-way, and gave an after-hours and holiday reporting number, (858) 565-5262. County crews keep the public channels and drains the county owns clear during storms to minimize flooding impacts.
