Trump Reaches Deals With Canada and Mexico: 25% Tariffs Paused for 30 Days

Monday, February 3, 2025 · White House · GSM News

On February 3, 2025, President Donald Trump, at the White House in Washington, D.C., spoke by phone with Mexican President Claudia Sheinbaum and Canadian Prime Minister Justin Trudeau and reached arrangements with both leaders, pausing for 30 days the 25 percent tariffs on Canadian and Mexican goods that had been set to take effect on February 4. In two executive orders signed that day, Trump formally delayed the tariffs until 12:01 a.m. eastern time on March 4.

The pause applied to the executive orders Trump had signed on February 1, which imposed additional tariffs of 25 percent on goods from Canada and Mexico, with a lower rate of 10 percent on Canadian energy products. The additional 10 percent tariff on goods from China was not paused and took effect on February 4 as scheduled.

The arrangement with Mexico came first, on the morning of February 3. In a post on X, Sheinbaum said she had held a good conversation with Trump marked by great respect for the two countries' relationship and sovereignty, and that the two sides had reached four agreements: Mexico would immediately reinforce its northern border with 10,000 members of the National Guard to prevent drug trafficking from Mexico to the United States, particularly fentanyl; the United States committed to work to stop the trafficking of high-powered weapons into Mexico; the two countries' teams would begin work that same day on two fronts, security and trade; and the tariffs would be paused for one month from that day.

In a post on Truth Social, Trump confirmed the call with Sheinbaum, calling it a "very friendly conversation" in which she had agreed to immediately supply 10,000 Mexican soldiers to the border separating Mexico and the United States, specifically designated to stop the flow of fentanyl and illegal migrants into the United States. Trump said the negotiations during the pause would be headed by Secretary of State Marco Rubio, Secretary of the Treasury Scott Bessent, and Secretary of Commerce Howard Lutnick, together with high-level representatives of Mexico, and that he looked forward to taking part in the negotiations with Sheinbaum in an attempt to reach a deal between the two countries.

The arrangement with Canada followed that afternoon. In a post on X, Trudeau said he had just had a good call with Trump: Canada was implementing its $1.3 billion border plan, reinforcing the border with new choppers, technology and personnel, enhanced coordination with American partners, and increased resources to stop the flow of fentanyl, with nearly 10,000 frontline personnel working, and continuing to work, on protecting the border. Canada was also making new commitments to appoint a Fentanyl Czar, list cartels as terrorists, ensure 24/7 eyes on the border, and launch a Canada-U.S. Joint Strike Force to combat organized crime, fentanyl and money laundering; Trudeau added that he had signed a new intelligence directive on organized crime and fentanyl, backed with $200 million.

In his Truth Social post, Trump confirmed Canada's commitments, said he was "very pleased with this initial outcome," and said the tariffs announced on Saturday would be paused for a 30-day period to see whether a final economic deal with Canada could be structured. The two executive orders signed that day stated that the governments of Canada and Mexico had taken immediate steps designed to alleviate the illegal migration and illicit drug crises through cooperative actions, and that more time was needed to assess whether those steps were sufficient; during the pause, the secretary of Homeland Security would continue to assess the border situation, and if the crises worsened and the steps proved insufficient, the president could implement the original tariffs immediately.
