Banning Adopts $146 Million Budget for New Fiscal Year, Barely Balanced Amid Fiscal Emergency

Tuesday, September 22, 2026 · California · GSM News

Banning is a city in Riverside County, California. The Banning City Council voted 3-1 on Sept. 22 to adopt a $145.96 million operating budget for fiscal year 2026-27, addressing years of structural deficits. The General Fund projects $33.03 million in revenue against $33.01 million in expenditures, a surplus of only about $12,000.

City Manager Elizabeth Gibbs said the General Fund has run an operating deficit for seven straight years, previously covered by one-time money, and described the new budget as balanced but only barely. The council had declared a fiscal emergency on June 23, and the budget comes with workforce and service reductions. The fiscal year runs from July 1, 2026 through June 30, 2027.
