On September 26, Chinese Vice President Han Zheng delivered a speech at the general debate of the 81st session of the UN General Assembly at UN Headquarters in New York, noting that this year marks the 55th anniversary of the restoration of the lawful seat of the People's Republic of China in the United Nations.

Han put forward four proposals on global governance: upholding the post-war international order and common security, with the United Nations at the core of the international system; confronting global development difficulties and increasing support for Global South countries; promoting exchanges and mutual learning among civilizations and opposing talk of a clash of civilizations; and holding high the banner of multilateralism and defending international fairness and justice. He also outlined the Global Development Initiative, Global Security Initiative, Global Civilization Initiative and Global Governance Initiative proposed by President Xi Jinping.

On Ukraine, he reiterated the 'four shoulds': the sovereignty and territorial integrity of all countries should be respected, the purposes and principles of the UN Charter observed, the legitimate security concerns of all countries given due regard, and all efforts conducive to peace supported. On Palestine, he backed 'Palestinians governing Palestine' and the two-state solution. He also urged the United States to end its blockade and sanctions on Cuba, and said China supports the selection of a new UN secretary-general who abides by the UN Charter.

On the sidelines in New York, Han met separately with Bulgarian President Iliana Iotova, Serbian President Aleksandar Vučić, Cypriot President Nikos Christodoulides, Ghanaian President John Mahama and Kiribati President Taneti Maamau. According to the Chinese side's readouts, each leader reaffirmed adherence to the one-China principle.

Han was the most senior Chinese official leading the delegation to this year's general debate, held from September 22 to 29 in New York.
