Irvine Agent Case: Complaint Details WeChat Exchanges Ahead of First Court Appearance

Irvine real estate agent Wanying Zhang, also known as Heather, 34, was scheduled to make her first appearance Monday in Los Angeles federal court on a complaint charging her with acting as an unregistered agent of China. FBI agents arrested her Sunday at LAX as she prepared to board a flight to Shanghai.
According to the Justice Department complaint and multiple news reports, Zhang's WeChat exchanges with an alleged Chinese government official date back to September 2022 and touched on children, investments, and differences between the U.S. and China. In March 2025 she said she planned to travel to Beijing and the official suggested meeting; in August 2025, after further exchanges, she traveled to Seattle, where prosecutors say she surveilled the home of Lai Ting-yu, a son of Taiwan's leader Lai Ching-te, and sent back photos, video, and license-plate information.
Prosecutors say she used tradecraft to avoid detection and never notified the Attorney General that she was acting for a foreign government. Zhang has only been charged, not convicted, and is presumed innocent. It was not immediately clear whether she has an attorney. The Chinese embassy in Washington and the Taipei Economic and Cultural Representative Office did not immediately respond to earlier requests for comment.
