Bonta Warns Eight Inland Empire Jurisdictions: Set Truck Routes Away from Homes and Schools or Face Penalties

OAKLAND — California Attorney General Rob Bonta on October 5 issued an enforcement advisory to eight jurisdictions in the Inland Empire warehouse concentration region that have not complied with Assembly Bill 98, which required them to amend their general plans by January 1, 2026, to include truck routes that avoid residential areas and sensitive receptors such as schools, day cares, parks, playgrounds, nursing homes and hospitals. The eight jurisdictions are Chino, Moreno Valley, Perris, Rancho Cucamonga, Rialto, Riverside and Ontario, along with Riverside County.
The warehouse concentration region, as defined by the law, consists of Riverside and San Bernardino counties and 12 cities within them — the part of the state with the highest concentration of warehouses. Trucks traveling to and from warehouses emit nitrogen oxide and diesel particulate matter, contributing to smog and health problems including asthma, cancer and heart disease, along with noise, traffic and deteriorating roads. The statute provides for enforcement by the Attorney General, including a possible civil penalty of up to $50,000 every six months, attorneys' fees and costs, and injunctive relief.
"California is fighting for vulnerable communities and finding real solutions that help everyday people, like preventing pollution, noise, traffic, and potholes from trucks cutting through quiet neighborhoods where parents and children live, sleep, and go to school," Bonta said. "Everyone must do their part to make our communities better. With this advisory, we're making sure California's planning laws are followed."
AB 98, authored by Assemblymember Juan Carrillo and Senator Eloise Gómez Reyes and amended by SB 415 in 2025, also requires heightened community engagement on truck route planning. Its truck route requirements apply to all California cities and counties; jurisdictions outside the warehouse concentration region must adopt a truck route ordinance by January 1, 2028 or January 1, 2030, depending on population.
