Newsom Signs Bill Requiring Large Developments to Meet Local Labor Standards

California Governor Gavin Newsom signed a bill by state Senator Jesse Arreguín on October 5 requiring large developments to comply with local labor standards. According to Berkeleyside on October 5, the bill was prompted by two Berkeley housing projects — a 23-story development at 2029 University Ave. and a 20-story building at 2425 Durant Ave. — that used California's “density bonus” law to exempt themselves from Berkeley's ordinance requiring major projects to provide apprenticeship programs and health coverage. Under the new law, similar projects can no longer use density bonuses to bypass local labor rules. Arreguín, a former Berkeley mayor, championed the labor ordinance while in office. Developers had opposed it, arguing the mandates add millions in costs and can make projects unviable.
