Arcadia Couple Arrested in Surrogacy Abuse Case; DA Seeks $100M Bail

Tuesday, October 6, 2026 · California · GSM News

Guojun Xuan, 65, and Silvia Zhang, 38, of Arcadia were arrested early Tuesday on multiple counts of child abuse, conspiracy to commit child abuse, accessory after the fact and dissuading a witness, LA County DA Nathan Hochman announced. Prosecutors will seek $100 million bail, citing the gravity of the charges, flight risk and the couple's wealth. They will be arraigned in Pasadena later Tuesday. The FBI is executing a federal search warrant at their Arcadia home.

The case dates to May 2025, when Zhang brought her 2-month-old son to Children's Hospital Los Angeles with a brain bleed and traumatic head injury. Police searched the couple's Camino Real home and found surveillance video showing nanny Chunmei Li, 56, violently shaking and striking the infant until he lost consciousness — and that the parents waited two days to seek care. Officers found 15 children in the home (ages 2 months to 13); six more had been moved elsewhere — 21 children in total, most under 3, all born via surrogacy.

Hochman said the couple ran a surrogacy agency, Mark Surrogacy, paying surrogates up to $135,000, and called the home “a house of horrors for these incredible young children.” Nanny Li remains at large. The couple was previously arrested in May 2025 on felony child endangerment and released pending investigation. (Via AP, Fox LA, NY Post)
