Phoenix Council Approves Homelessness Funding for Navigation Center, Backs State Grant Bid

Wednesday, October 7, 2026 · City · GSM News

PHOENIX — Phoenix is a city in Maricopa County, Arizona. The Phoenix City Council voted on October 7 to approve homelessness funding measures. According to YourValley, via WiseVoter, the council unanimously backed funding for the Phoenix Navigation Center, which provides workforce-readiness and service-navigation help to people experiencing homelessness, connecting them with housing, health care and jobs. The council also authorized the city to apply for a $500,000 grant from the Arizona Housing Trust Fund.

Navigation centers have spread across U.S. cities in recent years, bundling shelter, case management and employment services in one location so clients do not have to travel among agencies. The city said the state grant, if awarded, would expand the center's capacity and support services.

Homelessness in the Phoenix metro area has remained elevated, with extreme heat adding to the risks of sleeping outdoors. With the funding passing unanimously, the city said it will publish details on allocations and performance measures.

Phoenix's extreme summer heat puts people sleeping outdoors at serious risk of heatstroke and dehydration, and demand for shelter and navigation services peaks in the hot months. The navigation-center model gathers temporary beds, case management, job coaching and help obtaining identification in one place, with a specialist mapping each client's path from the street to stable housing — sparing them repeated trips among agencies. The Arizona Housing Trust Fund, run by the state, has long supported affordable housing and homeless services, with cities and nonprofits competing in annual application rounds. City officials said the council's unanimous vote reflects cross-party consensus on homelessness, and that spending under the appropriation will be reported regularly to the council and the public.
