Budget Follow-Through: Record 11.92 Billion Euros for Housing, Water and Homelessness

Ireland's Department of Housing, Local Government and Heritage published the detail of its Budget 2027 allocation on 8 October 2026: a record 11.92 billion euros for housing, water and homelessness services in 2027, including 2.35 billion euros for the national water utility, Uisce Éireann.
Total exchequer funding available for housing in 2027 is 7.75 billion euros, made up of 5.6 billion euros in capital and 2.2 billion euros in current expenditure. Complemented by investment through the Land Development Agency and lending from the Housing Finance Agency, total funding for housing in 2027 reaches 9.1 billion euros. The department says the money will expand housing supply, deliver record levels of social housing and support people to exit homelessness.
Minister for Housing James Browne and colleagues presented the allocation as support for the government's Housing Action Plan and the National Planning Framework, intended to improve planning and address infrastructural bottlenecks while keeping delivery momentum. The water funding is aimed at strengthening water and wastewater services.
Housing has been Ireland's defining cost-of-living issue, with prices and rents affecting all residents, including Chinese families. With the budget detail now published, the test is delivery speed: planning decisions, infrastructure and construction capacity will decide how much of the record allocation turns into homes people can actually move into.
